VLADIVOSTOK. August 10. VOSTOK-MEDIA - Russia’s Vice Prime Minister Igor Sechin held a meeting with Amur Region Gov. Oleg Kozhemyako and a number of top energy officials and businessmen in Moscow to discuss the construction of the Nizhne-Bureisk hydroelectric power station.
Nizne-Bureisky power station is supposed to deal with the problems of idle discharge as well as to protect local villages, Novobureisky, Nikolayevka and Malinovka, from flooding, said Igor Kozhemyako. Still, the main objective is to serve the local power-consuming companies.
“Igor Sechin has given instructions to sign agreements between Amur Region Government, RusHydro, Federal Grid Company and energy-consuming enterprises, based on the previously reached agreements, so that by the time the construction begins the economic viability of the power station and liabilities of confirmed energy consumers were clearly defined,” the Governor said at a press-conference.
“Following the instructions of the Vice prime minister, the regional authorities are working now with a number of major companies, such as Petropavlovsk Group of Companies, which plans to construct a steel works at Raichikhinsk, Mechel, Roskosmos, Eastern Siberia – Pacific Ocean pipeline.”
Energy surplus will be supplied to new plants in the South of Primorye and exported to China.
“Contracts with energy consumers should be prepared beforehand so that power generating companies could see the prospects for marketing of energy in Amur Region. In addition, such contracts guarantee the investment attractiveness for energy consumers and fixed purchasing prices. The point is that the rules have changed and there is an opportunity for consumers to enter into direct contracts with electricity-generating companies. In other words, consumers will have an opportunity to buy energy directly from the producer. I think that it is a win-win for everyone,” said the Governor.
