By the average pension of about 3700 rubbles a month and utility bills accounting 2700 rubbles, an aided person has no money for living left

VLADIVOSTOK. December 7. VOSTOK-MEDIA – The general committee of the Communist Party of the Russian Federation (CPRF) made a statement as to inadmissibility of the substitution of the benefits of communal service by monetary compensation in the context of progressing crisis.
“The Russian government is turning benefits in its monetary equivalent. This time it deals with communal services benefits. Pensioners, disabled and large families will suffer most. They will be deprived of all their savings which they have been collecting for years.”-it is said in the statement. –“This action, in defiance of current constitution of the Russian Federation and the Federal Legislation, is conducted in the regions on the local regulations basis. The government feels no restrictions in their affairs. It has obviously forgotten about the mass protest actions around the country after the notorious federal statute concerning the monetization of the benefits had passed. The haste of the local authorities is dictated by the progressing financial crisis and the wish to shuffle off the burden of the crisis and the untalented policy on people. In some regions where this program was set as an experiment aided persons have not been getting the compensations for paid utility bills for three months. The regional statutory acts do not protect people against poor official duty performance and people will have to stand upon their rights in the court.
Many organizational issues are still not resolved, the procedure of the drawing up documents on the right to get compensations in particular, especially on the countryside where there are no post offices, local branches of banks, bank machines where people can receive the compensation. The veterans, pensioners and disabled persons will have to go to regional centers for drawing up documents and receiving the compensation spending their own scarce means on the transportation fees.”
The general committee of the CPRF calls the citizens of the Russian Federation to come out against unlawful performance of the authorities.
