Sergey Darkin Came up with Proposal to Move up APEC Summit Date

VLADIVOSTOK. December 10. VOSTOK-MEDIA – The second half of December is the perfect time for holding APEC-2012 Summit in Vladivostok. The decision was made at a meeting held by Primorsky Krai Governor Sergey Darkin. The meeting was attended by the head of the Primorsky Krai Department for Hydrometeorological and Environmental Monitoring Boris Kubai and officers at the meteorological service of the Pacific Fleet.

The participants in the meeting analyzed weather data for the past 100 years and came to the conclusion the mid-September will be an optimum time for holding the international forum.

“APEC summit is normally held in November, but in Vladivostok the most comfortable weather is in early fall,” said Sergey Darkin. “September is considered the best month of the year in Vladivostok, the so-called velvet season, during which it is comfortable both to work and to vacation. That’s why we instructed meteorologists to carry out analysis and to decide upon the optimum time to hold the international forum. This issue at hand should be decided as soon as possible because we have to make arrangements upon the date of arrival of the Princess-type cruise liners in Vladivostok in 2012. The liners are in pressing demand and the contracts should be concluded years in advance with a firm date.”

Boris Kubay informed the Governor that the best period for holding APEC summit is September 17-24. “The long-term observations revealed that the possibility of storms during this period is very remote and the temperature is high enough to make the participants feel comfortable,” – Boris Kubay said.

Head of the meteorological service of the RF Pacific Fleet Leonid Kobylitsky confirmed that, according to the results of weather observations, the most comfortable weather is in mid- to late September. Sergey Darkin subscribed to the opinion of weather observers and requested to submit a letter to the government proposing to move up the summit date from November to September.

The moving up of the date to September means that the time for preparation for the summit decreases by nearly two months but it wont affect the preparedness of Primorsky Krai. “The preparation for the summit is running very smoothly according to the schedule. Moreover, the construction of 41 facilities is underway and nothing prevents us to hold the summit two months earlier,” Primorsky Krai Governor said.

Among the construction projects underway are the bridge over the Golden Horn Bay, bridge over Eastern Bosphorus. The construction workers are prepared to put into service the water treatment facilities in Vladivostoks Central Development Area one year ahead of schedule.

In addition, the quick pace of construction will by no means affect the quality of facilities under construction, press service of Primorsky Krai Administration reports.
