Government won’t Cut down Expenditure on Construction Projects in the Run-up to APEC-2012 Summit - Vladimir Putin

VLADIVOSTOK. October 13. VOSTOK-MEDIA – RF Government will not cut down expenditure on construction projects in the run-up to APEC-2012 Summit. More than 70 bln roubles will be allocated for these purposes. This was stated by the RF Prime Minister Vladimir Putin during the conference on APEC-2012 summit.

The conference was attended by the First Deputy Prime Minister Igor Shuvalov, Minister of Regional Development Viktor Basargin, Minister of Education and Science Andrey Fursenko, Minister of Transport Igor Levitin, Presidential Envoy to the Russian Far East Viktor Ishaev, Governor of Primorsky Krai Sergey Darkin as well as representatives of federal ministries and departments and construction companies.

At the meeting Vladimir Putin noted that the preparation for the summit in the Russian Far East is a large-scale construction programme that may be regarded as a key anticrisis measure. “The upcoming summit is a major political and economic event for the whole Asia-Pacific Region,” – stated Prime Minister. “If the summit succeeds Russia will consolidate its international positions and establish strong ties with its partners,” – Vladimir Putin said.

According to Prime Minister, since his last visit to Vladivostok in September, 2008 there has been a great step forward in the progress of construction: the construction of the bridge over the East Bosphorous strait is in full swing and the reconstruction of the airport is underway.

Speaking on the issue of highway construction, Vladimir Putin expressed his confidence that modern main thoroughfares will be constructed in Primorsky Krai in the near future. “New roads always bring about new life, new commerce and new business opportunities,” – noted the Prime Minister.

The construction of the Far Eastern Federal University is yet another major project in Primorsky Krai. In 2012 the university will accommodate participants of the summit and once the summit is over it will be converted to research and education facility.

Once again Vladimir Putin stressed that APEC-2012 event is a unique opportunity to solve many challenging issue of Vladivostok. The holding of the summit will result in creation of dozens of thousands of jobs not only in Primorsky Krai but across the whole country. The socio-economic indicators for the region showed stable positive dynamics. The volume of the regions Gross Regional Product has considerably grown.

Summing up the discussions, Vladimir Putin set a number of priority tasks. First of all, it is necessary to solve social problems of the Russky Island residents. Moreover, it is vital to address the residents’ needs. Also, despite the tight deadlines it essential to fulfill quality and safety requirements. Cost of construction works should be reduced through application of the state-of-the-art technologies and elaborate logistic schemes.

Supply of constructional materials to Russky Island is another issue of high priority. To solve this problem it is necessary to establish a temporary customs check-point. This decision will allow it to keep the speed of construction.

The development of communal infrastructure will be carried out through purification and waste treatment facilities. In the recent time there have been tangible improvements in the sphere of energy. Gazprom OAO and JSC FGC UES have already presented their investment projects and Government, in its turn, has defined financing sources.
