Electrical networks, pipe lines, boiler houses and even railway rails are breaking down due to the frost. In Samara, the severe weather caused disruptions to television and radio services. Residents of Arkhangelsk are left without electricity. Animals in the Sverdlovsk Region are freezing to death, Vesti news channel reports.
Samara records lowest temperature in many years: Volga River has been covered with ice overnight. The water main, which is located near the regional broadcasting center gave way under the -30 C temperatures. As a result, the electrical substation was flooded and the employees cut off power supply to the transmitter. Broadcasting services in Samara did not operate for several hours. However, the specialists at a local state-owned TV and radio company managed to set up temporary cable broadcasting.
While thermometers read -20 degrees Celsius, Arkhangelsk authorities launched the so-called "preventive maintenance", cutting electricity in the houses. Alexander Zubkov, Head of Mayskaya Gorka, Arkhangelsk Region, threatened to cut off the water and heating supply, the measures aimed at fighting persistent non-payers. “The Decree No. 307 specifies that maintenance companies are authorized to cut off hot water supply as well as heating and electricity,” stated Alexander Zubkov.
