The Russian President Imposes a Curfew

MOSCOW. December 18. VOSTOK-MEDIA – Dmitriy Medvedev, the President of Russian Federation stated in the State Duma an amendment to the law “fundamental guarantees of children rights in Russian Federation”, which restricts staying of non-adults in public places late at night.
The draft law determines the list of public places (gambling establishment, restaurants, cafes, bars, clubs, film theatre, other buildings of entertainment service), where non-adults are not allowed to be at night without accompaniment of their parents or other adult individuals. There will be a responsibility for connivance for non-adults to attend these places.
By way of the experiment curfew was put in 15 federal subjects. According to the results the quantity if crimes in 2007 committed by non-adults in 11,6%, in 4,5% at nighttime. The amount of criminally punishable acts committed in relation to non-adults was reduced in 59,4%. The president stated the necessity of creating legal pattern for federal subjects to determine how they will organize the protection of the children activity as well as prevention of adolescent criminality. The federal subjects should develop measures against adolescent criminality, concretizing a range of responsibilities of parents in relation to their children, on their own account
