Alcoholic energy drinks are banned in Khabarovsk
Deputies of the regional Legislative Parliament passed a law toughening rules for the sale of alcohol
Deputies of the Legislative Duma of Khabarovsk Territory considered at an extraordinary meeting in the second and third readings initiative tightens rules for the sale of alcohol in the region. This law MPs adopted unanimously. The main provisions will take effect in 90 days.
As previously RIA "Vostok-Media" reported, the relevant committee of Parliament of Khabarovsk Territory approved a bill banning the sale of alcoholic soft drinks. The law also limits the sale of alcohol from 10 am to 10 pm. Later, bill passed the first reading at the session of the regional parliament.
During the second reading of the deputies rejected the amendment proposed by the City Council of Komsomolsk-on-Amur, concerning the procedures for the sale of alcoholic beverages on the premises, located in apartment buildings. On the eve of the meeting the Legislative Duma of Khabarovsk Territory received a letter from the Governor of the Khabarovsk Territory Vyacheslav Shport that he had no objection to the initiative and considered the third reading, which made by MP’s. 30 presented deputies voted to assign a document the status of the regional law.
As stressed in an interview with RIA "Vostok-Media" the vice-speaker of the Legislative Duma Sergei Lugovskoy, the new law comes into force 10 days after the adoption, but its main provisions will take effect later.
"The main articles, including those that limit the sale of alcoholic energy drinks and establish a time frame of liquor will take effect in 90 days. This is to ensure that shopkeepers had to implement an existing product and to prepare for the new rules, " — said Sergey Lugovskoy.
According to one of the authors of the initiative, MP Peter Boychuk, Legislative Duma is ready to make adjustments in new document, if any will dictate the federal legislation. He noted that the Parliament will consider other proposals, in particular - from the business community, which, however, at the time the law wasn’t received.
Thus, the law limits the sale of alcohol from 22 to 10 hours, establishes a complete ban on its sale during the holidays with the massive participation of children and young people on the Day of Knowledge (September 1), Youth Day (June 27) and to the International Children's Day (June 1st). In addition, the law will introduce a complete ban on the sale of alcoholic soft drinks, alcohol sales in non-stationary outlets in the provision of catering services, as well as catering facilities, located in apartment buildings that do not have the room for visitors or to the hall less than 36 square meters for the city and less than 24 square meters for stationary retail properties located in rural areas.
