BLAGOVESHCHENSK. February 27. VOSTOK-MEDIA – To leave the country citizens of Blagoveshchensk have to spend much time. External passports are issued on coupons by Federal Migration Service just like once soap or sugar was issued. People start to get in line at 4 am and they are getting furious staying in the line in freezing temperatures. It turned out that the coupon system was initiated by the Federal Migration Service to fight against long lines. The date and exact time of drawing up of the documents is marked in the coupon. According to authorities this procedure takes 15 minutes. The issuing of the coupon takes 1 minute. Though, authorities did not take into account how much time a person will stay in line to get the coupon.
