Under such groups in the document are disabled, and the elderly, pregnant women and individuals with young children - including those with wheelchairs.

According to the regional parliament, the disabled make up more than six percent of the population of the region: such inhabitants are over 80 thousand, with about five thousand of them - children. The explanatory note to the draft law also states that its entry into force will not require additional expenditures from the regional budget in view of the fact that all the planned activities expected to be carried out in the framework of existing government programs and work plans of the specialized agencies.
