The Khabarovsk territory will be "accessible environment"

The Legislative Duma of the Khabarovsk Territory considered the first reading of a draft regional law, which is designed to ensure easy access for groups with limited mobility to social, engineering and transport infrastructure, as well as to places of recreation. Under such groups in the document are disabled, and the elderly, pregnant women and individuals with young children - including those with wheelchairs.

According to the regional parliament, the disabled make up more than six percent of the population of the region: such inhabitants are over 80 thousand, with about five thousand of them - children. About two thousand people are forced to move on wheelchairs. The problem of access to the infrastructure is relevant for most of them, said Chairman of the Committee of on social protection and health Irina Shtepa.

"In the preparation of this bill, we have taken into account that today the government of the Khabarovsk Territory and the municipalities have done a great job. According to the results of the program "Accessible Environment" region scored five points and is in 15th place out of 85 subjects of the Russian Federation. Other regions of the Russian Far East are much lower on the list, "- she said.

The authors of the bill believe that its adoption contributes to the consolidation of efforts in all areas related to improving the lives of people with limited mobility. Deputies believe that the document will increase the pace of settlements in the region of a barrier-free environment, the effective integration of disabled persons in social life and make them equal with other citizens in many important matters.

The explanatory note to the draft law also states that its entry into force will not require additional expenditures from the regional budget in view of the fact that all the planned activities expected to be carried out in the framework of existing government programs and work plans of the specialized agencies. The deputies took the initiative in the first reading.
