State Duma Throws out Provision on Use of Force from Draft Law On Police

VLADIVOSTOK. October 28. VOSTOK-MEDIA – The State Duma has thrown out a provision from the draft law “On Police” that says that law enforcers “shall have a right to apply measures of state compulsion, including the use of special devices, physical force, within the scope envisaged by the federal law”.

The draft bill was submitted to the State Duma by President Dmitry Medevedev on Wednesday.

Instead, it has been replaced by the provision that says that police “shall promptly come to the aid of everyone who needs its protection from criminal offenses”.

If enacted, the draft bill, which, after being in the works for some time, was made available for public discussion on the Zakonopriekt2010.ru website as part of the Russian police reform, should supplant the current law “On police”.

On Wednesday, Dmitry Medvedev assigned Interior Minster Rashid Nurgaliyev and his deputy Sergei Bulavin to oversee the consideration of the draft law by the State Duma.
